Housing Benefit is a means-tested benefit (based on your financial circumstances) and is intended to help people on a low income to pay their rent. It is not a payment of rent, which means that you as the tenant, not the council, are responsible for making sure that the rent is paid.
Council Tax is based on the value of your property. The assessment is carried out by a Valuation Officer. It helps pay towards the cost of the local services provided by the council and the police.
